Procedures and policies for maintaining and utilizing physical, academic and support facilities

PHYSICAL, ACADEMIC AND SUPPORT FACILITIES

The institute has developed a standard methodology for deployment & maintenance of all physical, academic & support facilities available in the campus.

Laboratories (Computer Centre/ Language Lab):

  1. The lab in the institute is managed by Laboratory In-charge.
  2. In case of any maintenance/repairs, the HOD initiates the appropriate corrective action in consultation with the Principal of the institute.

Utilization of support facilities:

  1. The infrastructural and resources usage of the institute is administered by the HOD.
  2. They are also to put up to the Principal of the institute requirement if any with regards to extension, renovation, alteration, relocation etc. of the available resources and facilities.

Sport / Ground Maintenance

A centralized team of Priyadarshini Group level has been assigned the responsibility of maintaining sports gear and auxiliary accessories of indoor and outdoor games.

Maintenance of ground, sport kits and all consumable items are brought from outside vendor as per the requirement at trust level.

House Keeping of classrooms, laboratories and the entire institute campus

Institute has in-house house- keeping team which looks after all the cleanliness of the classrooms, laboratories and the entire institute campus.

IT Facilities

Institute has appointed Laboratory Assistant to maintain the IT facilities in the Institute which includes maintenance of computers, LCD Projectors, Printer, Scanner and other peripherals.

Electrical Maintenance

Priyadarshini Group electrical maintenance committee takes care of all the electrical maintenance of the peripherals, equipment, infrastructure and power related resources available in the institute.

Garden

Priyadarshini Group has employed dedicated gardener and support staff who maintains the garden, lawn and the indoor plants placed at various locations in the institute

Code of Conduct for teachers, Non Teaching & Students

A report on Governance of Universities and Colleges 111 Part 11 of its report on Teachers (Sen Committee, 1973) made the following pertinent observations on professional standards for teachers:

“Every professional is expected to maintain certain standards and society has a right to demand those standards from the teaching community. A teacher’s research publications, his writings and their impact on society, his skills and his behaviour pattern with his students-etc. are some of the many professional standards set for the members of the teaching profession as an indication of the, acquisition and contribution to the understanding and growth of accumulated knowledge”.

The University Grants Commissions considered the matter and agreed that norms of professional ethics should be evolved and the teacher should be expected to:

  • Uphold the dignity of the university and work towards the realization of its aims and objectives and keep the interest of students upper most in his mind i. e. spirit de corps.
  • Conscientiously perform his academic duties such as preparation of lectures and demonstrations, assessment, guidance, invigilation, extensions and research.
  • Participation in adult and continuing education and extensions programes, NSs, physical education and other extra-curricular and co-curricular activities, in keeping with his interest and aptitude.
  • Assess the work of the students impartially.
  • Avoid inciting students against other students, colleges or administration.
  • Express his free and frank opinion in seminars, conferences, etc. towards, the contribution of knowledge.

The Commission, therefore, prepared a code of professional ethics of university and college teachers. The Code of Ethics has been circulated to the Vice-Chancellors/Principals of the colleges for its adoption.

ROLES AND RESPONSIBILITIES &CODE OF CONDUCT FOR TEACHERS OF PRIYADARSHINI LOKMANYA TILAK INSTITUTE OF MANAGEMENT & RESEARCH

I Teachers and their Responsibilities:

Whoever adopts teaching as a profession’ assumes the obligation to conduct himself/herself in accordance with the ideals of the profession. A teacher is constantly under the scrutiny of his students and the society at large. Therefore, every teacher should see that there is no incompatibility between his precepts and practice. The national ideals of education which; have already been set forth and which he/she should seek to inculcate among students must be his/her own ideals. The profession further requires that the teachers should be calm, patient and communicative by temperament and amiable in disposition.

Teacher should:

  • Adhere to a responsible pattern of conduct and demeanour (behaviour) expected of them by the community;
  • Manage their private affairs in a manner consistent with the dignity of the profession;
  • Seek to make professional growth continuous through study and research;
  • Express free and Grand opinion by participation at professional meetings, seminars, conferences, etc. towards the contribution of knowledge;
  • Maintain active membership of professional organisations and strive to improve education and professional through them;
  • Perform their duties in the form of teaching, tutorial, practical and seminar work conscientiously arid with dedication;
  • Co-operate and assist in carrying out function relating to the educational responsibilities of the college and the university such as: assisting in appraising applications for admission, advising and counselling students as well as assisting in the conduct of university and college examinations, including supervision, invigilation and evaluation; and
  • Participate in extension, co-curricular and extra curricula activities including community service.

II Teachers and the Students

Teacher should:

  • Respect the right and dignity of the student in expressing his/her opinion,
  • Deal justly and impartially with students regardless of their religion, caste, political, economic, social and physical characteristics;
  • Recognise the difference inaptitude and capabilities among students and strive to meet their individual needs;
  • Encourage students to improve their attainments, develop their personalities and at the same time contribute to community welfare;
  • Inculcate among students scientific outlook and respect for physical labour and ideals of democracy, patriotism and peace;
  • Be affectionate to the students and not behave in a vindictive manner towards any of them for any reason;
  • Pay attention to only the attainment of the student in the assessment of merit; and
  • Make themselves available to the students even beyond their class hours and help and guide students without any remuneration or reward;

III         Teachers and Colleagues:

Teacher should:

  • Treat other member of the profession in the same manner as they themselves with to be treated;
  • Refrain from lodging unsubstantiated allegations against colleagues to higher authorities; and
  • Refrain from allowing considerations of caste, creed, religion, race or sex in their professional behaviour;

IV         Teacher and Authorities:

Teacher should:

  • Discharge their professional responsibilities according to the existing rules and adhere to procedures and methods consistent with their profession in initiating steps through their own institutional bodies and /or professional organisations for change of any such rule detrimental to the professional interest;
  • Refrain from undertaking any other employment and commitment including private tuitions and coaching classes which are likely to interfere with their professional responsibilities;
  • Co-operate through their organisations in the formulation of policies of the other institutions and accept offices;
  • Co-operate with the authorities for the betterment of the institutions keeping in view the interest and in conformity with the dignity of the profession;
  • Should adhere to the conditions of contract;
  • Give and expect due notice before a change of position is made; and
  • Refrain from availing themselves of leave except on unavoidable grounds and as far as practicable with prior intimation, keep in view their particular responsibility for completion of academic schedule.

V    Teachers and Non-teaching Staff

Teacher should:

  • Teachers should treat the non-teaching staff as colleagues and equal partners in a cooperative undertaking, within every educational institution. Development of Human Resource.
  • Teachers should help in the function of joint staff –council covering both teachers and the non-teaching staff.

VI   Teachers and Guardians

Teacher should treat try to see through teachers’ bodies and organisations that institutions maintain contact with the guardians of their student, and reports of their performance to the guardians whenever necessary and meet the guardians in meetings convened for the purpose of mutual exchange of ideas and for the benefit of the institution.

VII Teachers and Society

Teachers should

  • Work to improve education in the community and strengthen the community’s moral and intellectual life;
  • Be aware of social problems and take part in such activities as would be conducive to the progress of society and hence the country as a whole;
  • Perform the duties of citizenship, participate in community activities and shoulder responsibilities of public offices; and
  • Refrain from taking part in or subscribing –to or assisting in any way activities which tend to promote feeling of hatred or enmity among different communities, religions or linguistic groups but on the contrary work actively for National Integration.

Misconducts

  1. Any action by the employee contrary to the provisions prescribed in the fore going rules;
  2. Going on illegal strike, abetting including instigation or actin in furtherance thereof;
  3. Theft fraud or dishonesty;
  4. Habitual break of any standing orders, rules;
  5. Wilful or negligent damage of the University or College property;
  6. Refusal to accept charge-sheet, order or other communications served according to the rules,
  7. Conviction in a court of law, involving moral turpitude,
  8. Riotous or disorderly behaviour, threatening, intimidating or coercing in connection with or relating to any duties or working of the University or College;
  9. Neglect of work or negligence in discharging any duty or failure to give the day’s out –turn,
  10. Violence or inciting violence,
  11. Stopping work either singly or with the other employees or inciting anyone not to work;
  12. Allowing anyone within the prohibited premises of the University or allowing any person or persons whose entry is prohibited without the permission of the Competent Authority;
  13. Falsification or tampering any paper or record of the University or College;
  14. Obtaining employment under the University or College by misrepresentation of facts;
  15. Making any false or exaggerated allegations against any officer, superior co-employee or Authority
  16. Committing nuisance during the working hours by being found intoxicated or otherwise;
  17. Misappropriation of any amount, movable property, of the University or the College or late crediting the amount in the University or College account;
  18. Committing any act involving moral turpitude.

Penalties

  • Without prejudice to the provisions of any law for the time being in force, the following penalties may, for good and sufficient reasons and as hereinafter provided, be imposed on the University or the College employee if found guilty of misconduct:
  • Minor Penalties
  • Censure,
  • Fine,
  • Withholding of increment of pay,
  • Withholding of promotion,
  • Recovery from his pay, or such other amounts as may be due to him of the whole or part of any pecuniary loss caused by him to the University or the College, by negligence or by breach of orders.
  • Major Penalties
  • Reduction to a lower stage n the time-scale of pay, for a specified period with further direction as to whether or not the employee will earn increments of pay during the period of such reduction and whether on the expiry of such period, the reduction shall or shall not have the effect of postponing the future increments of his pay.
  • Reduction to a lower time-scale of pay, grade, post or services which shall ordinarily be a bar to the promotion of the employee to the time-scale of pay, grade, post or service from whichhe was reduced, with or without furtherdirections regarding condition of restoration to the time-scale of pay, grade, post or service from which he was reduced, and his seniority and pay on such restoration.
  • Compulsory retirement.
  • Removal from service, which shall not be a disqualification for future employment under the University or the College.

Explanation: The following shall not amount to penalty within the meaning of this rule, namely:

  • Withholding of increment of pay of the employee for his failure to pass any departmental examination, in accordance with the rules or orders or the terms of his appointment, probation;
  • Stoppage of an employee, whether in substantiate or officiating capacity, after consideration of his case, to a service, grade or post for promotion to which he is eligible, on administrative ground not connected with his conduct;
  • Non-promotion of the employee, whether in substantiate or in officiating capacity, after consideration of his case, to a service, grade or post for promotion to which he is eligible, on administrative ground not connected with his conduct;
  • Reversion of the employee, officiating in higher service, grade or post to a lower grade or post on the ground that he is considered to be unsuitable for such higher service, grade, or post, or on any administrative ground not connected with his conduct;
  • Reversion of the employee, appointed on probation to any other service, grade or post held by him under the University or the same college, management, during or at the end of the period of probation, in accordance with the terms of his appointment or the rules and orders governing such probation.
  • Repatriation of the service of the employee whose services have been borrowed from outside authority or recalling the employee from the foreign employment to such authority.
  • Compulsory retirement of an employee in accordance with provisions relating to his superannuation or retirement;
  • Termination of the services (i) of the employee appointed on probation, during or at the end of his probation, in accordance with the terms of his appointment or rules or orders governing such probation; or (ii) of a temporary employee on ground unconnected with his conduct or (iii) of the employee under an agreement, in accordance with the terms of such agreement.

 

  • Where a penalty mentioned in item (b) (i) or (b) (ii) in sub-rule (1) is imposed on the employee, the Authority imposing the penalty shall expressly state in the order imposing the penalty that the period for which the reduction is to be effective shall be exclusive of any interval spend on leave before the period is completed.

CODE OF CONDUCT FOR NON-TEACHING STAFF

“Every professional who is part of the Non-teaching staff of (Priyadarshini Lokmanya Tilak Institute of Management Studies and Research (hereinafter refer to as “College” or “PLTI” in this Code as the context may require for brevity) is expected to maintain certain standards of conduct in general all the time and in particular during the course of performance of duties in the office premises or outside of it, irrespective of any compelling circumstances which would provoke to behave otherwise. The College Principal, HOD, teaching staff, students (both the current and former), father and mother of the students, Government and local authorities, University or AICTE, DTE or NBA related authorities and officials and society at large who carry the impression of the Institute PLTI while interacting with the non-teaching officials of the College which further acts as catalyst or inhibiting agent for the growth and development of the College – an Institution of repute dealing in particular with Higher education. Therefore all various sections of the society stated above individually or collectively have a right to demand those standards from the non-teaching staff of PLTI and the non-teaching staffs also besides others, owe the responsibility to maintain those standards under any circumstances in the best interest of the College. Yet another mandate of standard conduct by non-teaching staff is that the well regulated behaviour is worth emulation by students and has an impact on them by infusing healthy manners and good behaviour amongst them which is also one of the obligations of the College towards the students – being the learners of the College. Hence a well regulated Code of Conduct for the Non-teaching staff is sin qua non to the College Administration.

Therefore every College Non-teaching Staff shall be strictly bound by the following Code of Conduct and such other sources of behavioural code as may be in existence or introduced by the College administration from time to time and any breach would be construed as breach of College discipline and the defaulting staff would be liable to such punishment/penalty as may by imposed under the circumstance of the individual case:

  1. Following strictly the office timing is one of the most important aspect of discipline in any organization and hence the College Office time shall be strictly followed failing which penalty as per office timing rules may be imposed upon the defaulting staff.
  2. Uphold the dignity of the RTMNU, Nagpur and work towards the realization of its aims and objectives and keep the interest of College and students on top of everything in his/her mind.
  3. Manage their private affairs in a manner consistent with the dignity of the professional requirement of the College.
  4. Discharge every responsibility with team spirit to protect the best interest of the College and the Students. Spirit de corps should always be the best governing guidelines.
  5. Meticulously performs his/her respective duties and responsibilities well within time or due date with due diligence and in case of any difficulty would seek the help, guidance and support of his Superiors but under no circumstances would keep the work unduly pending to the detriment of the College interest.
  6. Faithfully pursue the instructions/ orders by the Superiors in the hierarchy of the College and demonstrate high degree alacrity and obedience and dedication towards work.
  7. Participation in all college activities/events with due dedication with respect to the roles and responsibilities allotted to him/her. Activities related to other extra-curricular and co-curricular activities in keeping with his aptitude.
  8. Perform the work related to the students impartially in a just and fair manner.
  9. Must not indulge in any manner express or implied in any act or omission which may lead to inciting students against other students, faculties, College administration, etc..
  10. Strictly prohibited from indulging in any riotous behaviour which shall be punished severely by the College Administration including termination of the services/employment with immediate effect without advance notice.
  11. Countenance respect and dedication to all the faculty members /teaching staff of the College.
  12. Prevent himself / herself from airing grievances if any to any unauthorized person by bypassing the line of authority which would in in itself cause breach of this Code and liable for punishment. The grievances if any are to be immediately brought to the notice of the immediate superior authority in writing and only in the manner as may be prescribed from time to time by the College administration.
  13. The following dress code directions must be complied with strictly during the working hours whether in College office premises or outside of it failing which the defaulting staff may be imposed with penalty as per rules:
    1. Well ironed neat and clean decent looking trouser with belt and properly tucked in shirt (half or full sleeves) with full buttons on except the collar button.
    2. Well-polished shoes with neat and clean socks.
    3. College Identity Card should always be visibly hanging around the neck of the staff while performing the College duties including the event related activities whether inside the College premises or outside of it.
  14. Adhere to a responsible pattern of conduct and demeanour (behaviour) expected of them by the Superiors in the College, students, father and mother or relatives of the College students (including ex-students), Government authorities, RTM Nagpur University, Nagpur or other universities, DTE authorities, AICTE authorities, NBA Authorities, etc.
  15. Should always demonstrate alacrity to develop their professional skills by participating in the training and development activities and undertaking examinations designed for the staff so as to keep up with growing pace of development of the Institution and its requirements failing which College would be constrained to assume that the defaulting staff is not interested in the job and termination of job may follow consequently.
  16. Respect the right and dignity of the student.
  17. Deal with the College students in just, fair, orderly and impartial manner without any discrimination with the students regardless of their religion, caste, political, economic, social and physical characteristics.
  18. Be affectionate to the students and not behave in a vindictive manner towards any of them for any reason.
  19. Speak respectfully with other staff teacher or non-teaching all the time and under no circumstances would deviate from the standard of speech which is indicative of dis respect.
  20. Refrain from spreading libellous or oral rumours causing aspersions in the College against those related to College in any manner or lodge unsubstantiated allegations against colleagues or superiors to higher authorities of the College;
  21. Refrain from allowing considerations of caste, creed, religion, race or sex in their professional behaviour.
  22. Refrain from taking part in or subscribing to or assisting in any way activities which tend to promote feeling of hatred or enmity among different communities, religions or linguistic groups but on the contrary work actively for National Integration.
  23. Must follow the due procedure, method, SOP (Standard Operating Procedure) or Rules existing or laid down for performance of their various professional obligations in tune with professional standards for activities of the College wherever applicable.
  24. Must ensure that any confidential information that has been gained should not be under any circumstances, save as required by any law for the time being in force, disclose to any unauthorized person during the course of his/her employment. He/she shall be bound by the Confidentiality Agreement/Non Declaration Agreement (NDA).
  25. Must ensure that the Housekeeping is proper and the College premises neat and clean all the time as per standards.
  26. The electric lamps and fans are not running when not required. It should be ensured that the electric lamps and fans are immediately switched off after its use. Save and may be required for office and events under no circumstances the electric lamps and fans will be kept in running condition after the College working hours especially in the class rooms, conference room and seminar room.
  27. Co-operate in the formulation of policies of the institution by accepting various offices and discharge responsibilities which such offices may demand;
  28. Co-operate through their organisations in the formulation of policies of the other institutions and accept offices if ordered to do so on deputation;
  29. Co-operate with the authorities for the betterment of the institutions keeping in view the interest and in conformity with the dignity of the profession;
  30. Should adhere to the conditions of contract and be honest all the time in discharging various professional/official obligations.
  31. Give notice to the College administration of any change of address of the concerned staff.
  32. Refrain from undertaking any other employment and commitment including private business or tuitions and coaching classes which are likely to interfere with their professional responsibilities save as may be specifically permitted in writing by the College Principal.
  33. Shall not involve directly or indirectly in any activity related to Ragging in the College or in violation of law laid down related to Ragging.
  34. Must observe the parking rules in the College premises and ensure that the vehicles are parked in orderly manner so as to prevent causing inconvenience to any user of parking place.

Students Code of Conduct

  1. Student hereby declares and undertakes that he/she will abide by all the rules and regulations/directions/ordinances of the Institute and also follow the discipline and conduct rules as stated in this conduct rule or other rules/ regulations/directions/ordinances of the regulatory authorities and RTM Nagpur University, Nagpur.
  2. Every admission made through CAP/Institute Level/ Management Level will be treated as provisional till the necessary original documents are submitted by the student and the same are verified to be correct by the competent authority.
  3. All admissions given to the students coming from universities other than Rashtrasant Tukadoji Maharaj Nagpur University will be treated as provisional till an Eligibility certificate obtained from Rashtrasant Tukadoji Maharaj Nagpur University is submitted by the student.
  4. The College authority/ Directorate of Technical Education, Mumbai/ R.T.M. Nagpur University has right to cancel the admission at any stage if the information/documents submitted are found to be incorrect/invalid and/or do not fulfill eligibility conditions.
  5. A student not fulfilling academic requirements as per R.T.M. University rules can be detained from appearing in the said University examination at the discretion of the Head of the Institute.
  6. Once the student is admitted to this Institute attendance is compulsory at all Examination, Periods, Seminars, and Guest Lectures, cultural events, sports,. The attendance and participation of the student will be observed by the Head of the Institute.
  7. The student shall strictly follow the college timings and maintain discipline and decency in the class. Under no circumstances the student will misbehave with the teaching and non-teaching staff. Grievances if any to be submitted in writing to the appropriate forum/committee/mechanism notified from time to time by the college for the purpose. Under no circumstances the grievances to be aired to any outside agency, press or media to the detriment of college interest.
  8. Conduct of the students while in the classes as well as in the premises of the Institute shall be such as will cause no disturbance to the fellow students or other classes and also not to bring disrepute/defame to the college. They will observe all the discipline rules all the time during the pursuance of their course.
  9. Students must not loiter about in the premises while classes are in progress.
  10. Students shall not commit any act either inside or outside of the institute that will in any ways interfere with the orderly administration and discipline of the institute.
  11. Students must take proper care of the institute’s property and help in keeping the premises neat and clean. Any damage caused to the institute’s property by the student will have to be paid/compensated by the student/s concerned.
  12. Students are neither permitted to form or run in the name of the institute, any association, organization or make or use any symbol nor to make any collection of any kind in the name of the institute. Student shall neither hold any function or meeting nor shall they will invite any person to address the students. Students shall not organize any social function or print anything or circulate anything without the prior written permission of the Head of the Institute.
  13. Student should, in their own interest, read the notices placed on the notice board or served through respective email, SMS or through letter sent by post to them at their email, mobile numbers and postal addresses registered with the institute from time to time and abide by the same accordingly. Failure to read the notices shall not be accepted as excuse for non-compliance.
  14. All meetings, functions, programmes related to students and organized by students shall be conducted under the supervision of the Head of the Institute and as per guidelines issued from time to time for the purpose. Reasonably advance permission in writing from the Principal must be obtained for conducting the said meetings, functions, programmes in the prescribed format and manner.
  15. Students shall not communicate directly or indirectly without prior written permission from the head of the institute any information or cause to publish any matter related to the institute in the press or media anywhere in India or abroad.
  16. It shall be the integral part of the discipline of every student to behave well and co-operate with the institute’s staff and the teaching faculties in maintaining the decorum, decency and academic atmosphere in the institute.
  17. The student shall strictly follow the vehicle parking rules and shall not park their vehicles at any place other than the place provided for the same.
  18. The student shall strictly follow the library rules and take abundant care of the books issued to them against any wear and tear and safe custody.
  19. The students shall not misuse any of the utilities/facilities of the so as to cause undue wear and tear or damage or wastage of resources like water and electricity.
  20. The student hereby undertakes that he/she fully understands that Institute/Directorate of Technical Education/Rashtrasant Tukadoji Maharaj Nagpur University can cancel his/her admission at the cost of the student in case the student violates by his/her commission or omissions any of the conditions/rules stated above and also such rules & regulations/instructions/directions of the college/institute that may come into force from time to time.
